Fully conformant means that the content fully conforms to the accessibility standard without any exceptions.

Known limitations for Paperwork:

User provided content: Content added by users (i.e. form backgrounds, labels) may not meet accessibility requirements because we cannot ensure that all users upload content that conforms to accessibility regulations. We continue to encourage all users to upload conformant content, and provide support for users to bring their content into compliance.
